Miami Medicaid for assisted living

Medicaid is a federal health insurance program for low-income individuals and people with disabilities, and each state administers their own Medicaid program. The Sunshine State’s Medicaid program is called Florida Medicaid, and it may cover some costs associated with assisted living facilities. Florida’s Agency for Health Care Administration offers two different health insurance plans through Florida Medicaid:

  • Managed Medical Assistance (MMA) plan. The MMA plan functions like a basic health insurance plan. It covers preventative care, such as regular doctor’s visits, prescription medication, and some procedures. The MMA plan does not cover any of the costs associated with assisted living facilities, such as personal care, meals, or rent.
  • Statewide Medicaid Managed Care Long-Term Care (SMMC LTC) plan. The SMMC LTC plan is for individuals and seniors residing in long-term care facilities, including assisted living facilities. It may cover some of the costs associated with care in assisted living.
Care services covered by the SMMC LTC plan

The SMMC LTC plan through Florida Medicaid covers all of the same services as the MMA plan, as well as the type of care offered in assisted living facilities. More specifically, the SMMC LTC plan covers the following services:

  • Personal care
  • Assistance with activities of daily living
  • Transportation to and from medical appointments
  • Occupational, physical, and respiratory therapy

Florida Medicaid’s SMMC LTC plan covers rent and meals for eligible seniors who already reside in a Medicaid-approved nursing home in Florida. While the terms “nursing homes” and “assisted living” are not interchangeable, the Florida state government says any facility that provides skilled nursing care is considered a nursing home. Some assisted living facilities in and around Miami provide skilled nursing care, which can be considered a Medicaid-approved nursing home.

Eligibility for Florida Medicaid’s SMMC LTC plan

A senior in Florida is eligible for the SMMC LTC plan if they meet the requirements for Florida Medicaid and need a nursing facility level of care. In Florida, seniors should meet the following criteria to be eligible for Medicaid:

  • Be a Florida resident
  • Be without health insurance
  • Be low-income, making no more than $18,075 a year as an individual as of 2023

Seniors generally go through the Comprehensive Assessment and Review for Long-Term Care Services (CARES) program to meet the nursing home requirement. Seniors in need of personal care — or individuals who already reside in an assisted living facility — are generally eligible for the SMMC LTC plan. Home and community based services waivers

Seniors living in Florida may be eligible for a home and community based services waiver, also known as a HCBS waiver. These waivers cover the costs of in-home care, and can be provided even if the senior resides in an assisted living facility. Here’s what you need to know about Florida’s HCBS waivers:

  • HCBS waivers offset the cost of home care services, such as help with mobility, bathing, and meal preparation.
  • HCBS waivers may also be called Section 1915(c) waivers.
  • Florida seniors who are eligible for the SMMC LTC plan are likely eligible for HCBS waivers.
  • You can choose which home care service you use while utilizing a HCBS waiver.

Most people need help applying for Medicaid benefits. Thankfully, seniors in Miami can find Medicaid benefits counseling from multiple organizations, including the following:

Medicare assisted living coverage in Miami

Medicare is a federal health insurance program for seniors over the age of 65 or people with disabilities. Medicare won’t cover the cost of rent or meals in an assisted living facility in Miami, but it may cover some health care procedures, medications, and medical equipment. Unlike Medicaid, Medicare is not state-run, and all eligible seniors receive the same Medicare benefits regardless of where they live.

What does Medicare cover?

Medicare covers short-term and medically necessary health care costs. For a procedure, test, or item to be covered by Medicare, a physician and a Medicare representative must first establish if it’s medically necessary. Keep in mind that what’s medically necessary for one person may not be for another. Some commonly covered procedures or items are an emergency appendectomy or a wheelchair for someone who is no longer mobile. Does Medicare cover assisted living?

No, Medicare doesn’t cover assisted living because this type of care is typically long-term. However, Medicare may cover short-term stays in rehabilitation facilities after a procedure or short-term hospital stays. It could also cover the costs of some medically necessary health care services.

Who is eligible for Medicare?

All Americans who paid their Medicare taxes are eligible for Medicare coverage, regardless of their income. Some seniors are also eligible for Medicare Savings Programs. In general, a senior must be below a certain income threshold to qualify for a Medicare Savings Program. These income limits are updated annually and depend on local cost of living.   • Facilities should communicate with families or guardians at least once every 30 days.
Employee’s training and safety requirements

All employees of Floridian assisted living facilities must meet the following criteria before working with residents:

  • Employees should pass a background check.
  • Within 30 days of their start date, caregiving staff must complete a 4-hour training about senior care.
  • Administrators must complete an initial 26 hours of senior care training and 12 hours of continuing education every two years.

COVID-19 regulations for Miami assisted living facilities

The Florida state government doesn’t enforce any masking, quarantine, or vaccination policies for assisted living residents and staff. However, individual communities are able to ask their own staff members, visitors, and residents to mask. Visitors are actively encouraged in Miami’s assisted living facilities and are allowed at any time, regardless of vaccination status.

Transportation for seniors in Miami

Most seniors in assisted living won’t need to travel on their own. About 50% of assisted living facilities in Miami offer transportation at an additional cost to their residents. Many active seniors and their families travel throughout Miami using their personal vehicles. However, seniors can get almost anywhere in Miami without a car thanks to safe and low-cost public transportation. The Metrorail, Metromover, and Metrobus are the primary public transportation options provided by Miami-Dade County. Additionally, seniors in downtown Miami can use the trolleys. Ride sharing services and taxis are also available in the city.

Miami residents age 65 and older can ride all public transportation for free by using a Golden Passport EASY Card. Apply for your Golden Passport in-person at the Miami-Dade Transit Golden Passport Office or by calling 311. This program includes regular fitness courses, such as Tai Chi and yoga, field trips, and meals for seniors across the county. Program schedules vary month to month and by park location. Fun in the sun for Miami seniors

  • Sunny Isles Beach. Located between Miami and Fort Lauderdale, Sunny Isles Beach is known for being peaceful and close to exquisite restaurants. Beach wheelchairs are available at 10 different lifeguard stands throughout the beach to promote accessibility. The beach is open from sunrise to sunset, and you can call 305-792-1940 for current beach conditions.
  • Crandon Park Beach. Also known as a quiet, under-the-radar haven, Crandon Park beach has 27 tennis courts, a golf course, and shower cabanas. This park is also home to the Marjory Stoneman Douglas Biscayne Nature Center, which makes an excellent day trip for visiting family members. You can explore nature exhibits, presentations, and a gift shop. Active seniors or visiting family members can hike through the native Hammock groves in the nearby Bear Cut. While the beach area has wheelchairs available for free, other parts of the park do not.
  • The Everglades. While not technically in Miami, Everglades National Park is only a 90-minute drive from Miami. It can be an accessible day trip for seniors as most of the park is accessible by airboat, which should be booked in advance.

Mini cultural adventures in Miami

  • Little Havana. Little Havana, located on Calle Ocho (Southwest Eighth St.), is the epicenter of Miami’s thriving Cuban culture. Here, you’ll find an abundance of Latin restaurants, lounges, murals, music, cigar parlors, and more. You can find daily walking or bus tours on the Little Havana website. These tours typically involve a visit to Memorial Boulevard, Cuban food tastings, and visits to cigar craftsmen.
  • Vizcaya Museum and Gardens. Seniors who enjoy Renaissance art and groomed gardens will appreciate the former home of businessman James Deering. This historic home was built to mimic the Mediterranean Revival architectural style with inspiration from Venetian palaces. It’s also surrounded by native hammock groves and botanical gardens. A visit typically costs around $15, but is free for seniors with the Golden Ticket on Mondays and Wednesdays. The museum is open from Wednesday through Monday, from 9:30 a.m. to 4:30 p.m., although hours are subject to change on holidays.
